Meta-​evaluation and syn­the­sis of project eval­u­a­tions in the ed­u­ca­tional sec­tor

The In­sti­tute for In­ter­na­tional Co­op­er­a­tion in Ed­u­ca­tion (IZB) and the In­sti­tute for Man­age­ment and Eco­nom­ics of Ed­u­ca­tion (IBB) at the Uni­ver­sity of Teacher Ed­u­ca­tion Zug (PH Zug) were re­quested by the Ger­man As­so­ci­a­tion for In­ter­na­tional Co­op­er­a­tion (GIZ) to com­pile a cross-​section eval­u­a­tion of ed­u­ca­tion. GIZ's project eval­u­a­tions of their projects in de­vel­op­ment co­op­er­a­tion over the past 20 years served as a basis.

The eval­u­a­tion com­prised of two parts:

1. Meta-​Evaluation: Ex­am­i­na­tion of the method­olog­i­cal ro­bust­ness.

2. Syn­the­sis: Pro­fes­sional ex­am­i­na­tion of the ed­u­ca­tional projects re­gard­ing their suc­cess and fail­ure fac­tors and de­riva­tion of rec­om­men­da­tions for fur­ther projects in the ed­u­ca­tional sec­tor.

In a first step, a rat­ing sys­tem has been de­vel­oped which an­swers the qual­ity of the in­di­vid­ual eval­u­a­tions. Eval­u­a­tion re­ports which have not been con­sid­ered to be ro­bust enough have been ex­cluded from the data­base of the syn­the­sis. In a sec­ond step, a de­tailed analy­sis grid based on the ques­tions and con­cerns men­tioned in the ToRs, has been de­vel­oped and there­after es­tab­lished as a method­olog­i­cal struc­ture of the syn­the­sis. In doing so, the con­tents of the eval­u­a­tion re­ports have been analysed.
